dennis rattie 

Dennis Rattie oversees the operational management and vision for the company. He works closely with each director to ensure the success of each department individually and as a whole. Since joining Tarragon in 2000, he has served in a variety of management roles.  Dennis continues to stay actively involved in Tarragon’s development, finance, construction, leasing and property management teams to ensure overall project and company success.

Dennis earned his bachelor's in Construction Management from the University of Washington.  He is an active member and supporter of NAIOP, International Council of Shopping Centers (ICSC), Urban Land Institute (ULI), Commercial Real Estate Women (CREW), and the Downtown Seattle Association. Dennis is very active in a variety of youth sports programs, including Eastside Select Baseball (Board Member) and Liberty Select Basketball (Coach), and also enjoys playing golf and skiing in his spare time.


Tina Pappas 
Senior Director of Real Estate Operations 

Tina Pappas provides leadership and operational support to the leasing, marketing, and accounting teams, ensuring the departments’ objectives are being met and their processes are strategically streamlined.

Tina holds a bachelor‘s degree in Communications from Western Washington University. She has over 20 years of real estate experience, previously working at Bill + Melinda Gates Investments and was the President at Egis Real Estate Services. She is highly active in NAIOP and CREW and within various local organizations focused on enhancing communities.

teresa buxton

Teresa Buxton oversees accounting and support staff for Tarragon’s Development Team. Teresa works closely with the key stakeholders ensuring compliance and identifying potential risks or opportunities at a strategic level. In this versatile role, she partners with our investment and property management partners to ensure projects are properly capitalized and smoothly transitioned to operations.

Prior to Tarragon, Teresa worked for a local heavy civil contractor, where she supervised accounting and support staff, managing annual revenues peaking near $100M and weekly payrolls of up to 300 union workers.

Teresa graduated from the University of Washington with a degree in accounting. A native north westerner, she enjoys trail running, biking, cross-country skiing, traveling, and reading when she isn’t in the office.

director of marketing

Ashleigh Kilcup oversees Tarragon’s brand strategy and directs the project marketing and leasing strategy. This includes establishing the market strategy for each project across the retail, industrial, office and multi-family portfolio. Ashleigh and her team work closely with the Development Team, Finance Team, Onsite Marketing and Operations.

Before joining Tarragon in 2014, Ashleigh was a broker with CBRE and Cushman & Wakefield, working closely with institutional landlords to secure tenants for their Class A office buildings within the downtown Seattle market. Prior to brokerage, Ashleigh worked at Weber Thompson as a high-rise residential architect focused on the design review and entitlement of projects within Seattle.

Ashleigh holds a Bachelor's of Architecture from Washington State University, a Commercial Real Estate Certificate from the University of Washington, and is a LEED AP.  Ashleigh volunteers her time with NAIOP, Swedish Cherry Hill Community Action Committee and UW Commercial Real Estate Certificate Advisory Board.

director of construction

Dave Henline oversees the site operations and the execution of suburban land development and multi-family projects throughout Tarragon’s portfolio.  Dave collaborates closely with the Development Team and key consultants through the concept, acquisition, and entitlement stages of projects. He prepares construction budgets and cost analysis, and provides unique insight into the constructability review and value engineering process.

Dave joined Tarragon in 2006 and contributes over 35 years of construction industry experience to the development team.  He has extensive site development expertise and has constructed thousands of multi-family and residential units in both high-rise urban and suburban environments.  Dave also has significant experience developing office, medical and retail projects. Dave is a graduate from the University of Washington in Construction Management and can be found most weekends skiing in the cascades or contributing time to local community events.

ryan broms
Acquisition Manager

Ryan Broms serves as the Acquisition Manager at Tarragon.  Ryan leads the identification, analysis, and management of the acquisitions process. He works closely with the Development Team to determine the highest and best use of each potential site. In addition, Ryan also interfaces with brokers and potential sellers.

Ryan previously worked with Tarragon's Retail Leasing Team. Prior to joining Tarragon in 2010, Ryan was an Associate with Grubb & Ellis focused on retail leasing and investment sales. Ryan graduated from the University of Washington with a bachelor's degree in economics. He is an active member of the International Council of Shopping Center Centers (ICSC) and it's NextGen programs, supporting the development of tomorrow's real estate leaders.  Ryan is an avid Seahawks and Husky sports fan and can be found attending football and basketball games throughout the year.

kristen link
SENIOR development manager

Kristen Link is a Senior Development Manager and key member of the Development Team. Kristen strives to ensure that Tarragon’s projects are successful economically, for users, for communities and for the environment.  She is responsible for managing projects from the early planning stages  through to completion of development, focusing on urban multi-family and industrial developments. 

Kristen began her real estate career at LEXAS Companies as a Development/Investment Associate, analyzing and developing multi-family and condominium projects. She is an active member of Urban Land Institute (ULI) as a Young Leader Member and is also a member of the Washington State Chapter of NAIOP. Kristen is a native of Seattle and earned a Master of Science in Real Estate, Master in Urban Planning Bachelor of Arts as well as her undergrad in economics and political science from the University of Washington. In her spare time she enjoys hiking, the Sounders and Seahawks, and her French Bulldog Sophie.

john hinds
GENERAL Manager, Tarragon Property Services

John Hinds serves as the General Manager for Kent Station and Sunrise Village. He is responsible for the day-to-day operations and management of both projects and works closely with all tenants to ensure the success and cohesiveness of each.

Prior to joining Tarragon in 2004, John got his start in property management as the operations manager at Westlake Center in downtown Seattle and later spent 6 years as the property manager at University Village, which is considered to be one of the premier outdoor shopping centers in the country.

John currently sits on the Board of Directors for the Kent Downtown Partnership (KDP). With the KDP, John is chair for both the annual Downtown Kent Clean-Up Day and the Safety and Security Committee. He has also served terms on the Board of Directors for the Kent Chamber of Commerce as well as the Northwest Shopping Center Association (NSCA). At the Chamber, John served as the Finance Chair in 2011 and with the NSCA he served as its President from 2008 through 2010.

Multi-Family Regional Manager, Tarragon Property Services

Shelly Gil oversees the marketing and operations of Tarragon’s multi-family properties throughout the Puget Sound.  Despite her importance to her team, Shelly is a tireless and humble member of every project team.  Beyond her management oversight, Shelly works directly with the Development and Leasing Teams and personally oversees the onboarding and training of every new member of her team. 

Originally from Elma, WA, Shelly started at Tarragon Property Services as a leasing associate in Olympia, WA. Since then, she has risen through the ranks as a Business Manager and Area Manager before taking on her current role in 2013.

jane griffith
Multi-Family Marketing Manager, Tarragon Property Services

Jane Griffith oversees the property marketing, site business development, advertising, promotions, training, communications, print and web design, branding and media development of Tarragon’s multi-family properties throughout the Puget Sound.

With over 20 years in marketing and communications, Jane's experience includes serving as National Marketing Director for Pinnacle, overseeing marketing for 42 offices and 1,000 properties nationwide. She also managed online marketing and communications at Alaska Airlines for over 10 years as one of the founding members of the team which built alaskaair.com into a $5 million per day revenue source for the company.

heather peterson
SENIOR Property Manager, Tarragon Property Services

Heather Peterson oversees the day-to-day operation and management of Tarragon's office and industrial portfolio and 118,000 square feet of retail property. Heather also assists in the leasing and marketing efforts for these properties. With over 12 years of experience, Heather works closely with the management team, vendors, brokers and end users to keep Tarragon’s properties top of class.

Prior to joining Tarragon Property Services in 2006, Heather served as a Property Assistant at RREEF Management Company, where she prepared lease agreements and renewals, assisted in managing the maintenance of the properties, and worked with vendors on tenant improvements and capital projects.  Heather also assisted in marketing events for the portfolio.

Heather is a native of Idaho and in her spare time enjoys boating, camping and riding four wheelers.
